When I turn my laptop on, the image is distorted, pixelated & is all black and white, then as Vista loads the symbol is repeated in pixels across the screen.
I can log in because it's so pixelated & unaligned that I just type. After 5 minutes, the laptop restarts itself. How can I repair this? When I connect via VGA cable to another monitor, the image is still horrible. I can't even see anything after logging in so I can't extract hard drive data.
I have the HP artist edition laptop. I have been working on video, audio and picture projects for a year or two. Got some important files on my hard drive.

if ur laptop is sitll under warranty, contact the customer service. or u could buy the vid card on ebay if its available.
First off lets grab your data, if you get into safe mode without the distortion and from there save the files to a portable hdd or USB drive. If you can, thats cool.
As for the video
Suggest you take it to a repair shop, there maybe a short connection inside the laptop for the video like the connection is loose, thats one possibility.
Or Second, the laptop may be heated up quickly, so check for dust bunnies and also check the fan if that is functioning. The fan must be turned on to run for heat removal. This an another possibility.
Third check the site for your laptop for BIOS update to solve this issue. This is a free fix that is easy to employ.
Go into safe mode by pressing F8 repeatedly at power on black screen back up your important files if you have or do not do it on a regular schedule before you lose them or before doing the system recovery putting it back to factory.
Try reinstalling Vista using the recovery disc set made for the laptop most likely the operating system has corrupt system files.

Well just to be safe you better back up all your important files. If you don't use Dropbox or Skydrive or Copy, you really should back up your files regularly... Just in case the worse happens.
It really does sound like your video card is going out.
You CAN try something like this for your external monitor to get you by if you can't afford to repair your laptop. it's a USB video card. You hook into USB, then use the VGA for your monitor.
