My radius and ulna of left hand was broken 3 years ago. And plate implanted on both of them. Itz time to remove them now, though its late. And dont know whether its fixed or not. Now, when my operation was performed 3 years ago. I was first tried with local anesthesia. The process is very painfull as they injected three times through my throat and asked me if I had felt any jerk in my fingers. But I didnt feel any. So they gave me the general anesthesia. Now, I want to know, this should I take the general anesthesia or the local??I am pretty afraid of the local thing from past experience :'( ..and most of the persons are telling me to avoid general.

Most doctors want to use the least amount of anesthesia possible. This reduces the risks to you and improves recovery. If the local doesn't work for you, then you need general.
Let the surgeon know that local didn't work for you last time. They may still want to try it.
