Obviously we can't answer your question since we don't know what camera you have.
Next time you can cope with the hardship of turning on your light, get out your user guide and read it - you'll probably even learn a few other new tricks, as well.
If you lost your book, download a new one from Samsung.
You need a long exposure (shutter speed) to paint with lights. You wont be able to do this on your samsung compact camera.
Set the mode dial to shutter priority then set shutter speed to 30s or Bulb. If you use Bulb, the shutter will stay open as long as you are pressing the shutter button.
Now, if that doesn't make any sense to you then we're even. How would you expect us to help you if you can't even help yourself light your camera to get the make and model?
You will need a tripod to do that. Set your aperture small (large f number) and your shutter speed slow (around a second or more) or bulb. Set your ISO as low as it goes. If you still have too much light for your streaks, then you will need a neutral density filter to block more light. It also helps to not have other light sources nearby.
Switch from auto to manual & set it up as per instructions in the user manual.
