Mac OS X doesn't keep preference panes locked.?
In Mac OS X Leopard on my Macbook Pro, every time I lock a preference pane in System Preferences using the visual lock in the lower-left corner, when I restart my computer the pane is unlocked, thus defeating the point!
How can I fix this behavior?

Update:That option isn't checked.
However, I do have the "Require password to wake this computer from sleep or screen saver" option checked. Could that be producing this behavior?

Open System Preferences and under the Security Preference, make sure that "Require Password to unlock each system preference pane" is not selected.
