Yes - Audacity.
If your radio has a line out jack it needs to be connected the 3.5mm input jack of the computer.
The output of the radio could be 3.5mm stereo, 6.5mm stereo or twin left and right RCA jacks.
For one of these you'll need to go to an electronics store.
If your radio does not have one of these output connections your only other option is to use a microphone positioned close to a speaker.
Depending on the input you'll need to choose either "stereo mix" or "what you hear" or "microphone" from the drop down list at the top right of the program. I can't be more specific - there's not enough detail in your question.
If the program is music saving in mp3 format at 128 kbps is a good choice.
If the program is speech 64 kbps might be serviceable.

Yes there is. Yo can go to a site like tucows (www.tucows.com) go to freeware option and type in recording programs and then select one to download. Many will record from the microphone jack on your computer so all you need is a double male jack wire from the sound out on the radio to the mic jack on the computer. Not hard at all to do.
