So here's the deal. I do a small amount of photography mainly for my own use. I am looking for an on-camara flash to help with lighting. I mainly only do outside stuff. Maybe inside once in awhile. I have a Nikon 5000. Which on-camara flash should I go with? SB-400?

I would skip the SB 400, it is really not that much more powerful than your camera's on-board flash (Guide 17 for your D5000, Guide 30 for the flash).
I would spend the money on a SB700, as it is significantly more powerful.
The SB400 is more appropriate for the Nikon Coolpix P7100/7000.

When it comes to flash, the stronger the better. You can tone down a strong light but you can't add to a weak one. It's perfectly normal to get a flash that's bigger and more expensive than the camera itself. Yes, the SB-400 is a good starter.
the SB-400 is an upgrade from the built in flash, but definitely does not give you what you really need for advanced lighting
look at the SB-700, or, if you can find it, the older SB-600.

there are some flashed from where you can select, depends on your price range and choice of selection but Nikon's best so you can choose and buy in cheap rates, Happy Buying
