Mira:
WAS y WERE forman el pasado del verbo be (ser, Estar).
Para su interrogativo solamente lo tomas de la oracion afirmativa y lo llevas adelante de la misma.
ex: She WAS busy yesterday.
WAS she busy yesterday?
Para su negativo, copias la oracion afirmativa hasta que lo encuentras y ahi mismo le agregas NOT detras.
ex: They WERE at home last week.
They WERE NOT at home last week.
