So I bought an item off of e5cigs.com and it says you pay through paypal but you dont need a paypal account, so i entered my visa info then it said the transacction failed When I went to see my card balance thing , it said paypal charged $1 , I read that this was to verify the ccard. So did my transaction actually go through?
