HELLO ! I'm in a very rural PA. I live on a cul-de-sac, the street says "no outlet". I live right in the middle with woods behind me, there is an open lot beside me along with 8 acres behind entire cul-de-sac available for me to purchase. Question ? People think the lot is a road and dump clippings ect..... directly behind my house. Aggrivating ! I dont walk through their yards, why dont they see it my way. They make my dogs bark constantly when dumping their clippings ect.... Anyways, if i buy it and put up a fence I will be taking the access away to the rear of their homes, (the entire street.) There is a sewage line on the property as well, wich they think is an "alley" behind their homes, only a few drive on it occasionally. Can I legally block it off? thanks

It might be in your best interest to call the local government to place a sign on the property that this is not a dumping area. You might be required to go before the county commissioner or the city council to have such a sign placed on the property next to yours.
If this is privately owned property, you might have to contact the owner of the property to have a sign placed on it with the no dumping.
It might not be legal for you to block or place a fence or prevent your neighbors from access to their property behind their homes. The city or county might also have rights and access to this property.
You would want to check the city or county to see if there is a legal egress on the property so the city, county and other neighbors would have access to the property located behind your house.
You may purchase the land. At that point you may place any barrier around your property you see fit.
