can someone please provide a step by step procedure
When we have a short circuit , all the current would flow through and we'll have a max current of 3.oa
but i was marked wrong

You can determine the resistance of the source from the information given. Req=(32-18)/(17-3)=1 ohm. Now you can determine the open curcuit voltage as Voc=32+3(1)=35 volts. Isc=35 amps.
