YES!!! First you have to be a Diamond, or Diamond Plus member of Royal Caribbean's Crown and Anchor Society. Or if you are at the Elite level of its partner company, Celebrity cruise lines Captain's club, you get the same benefit as a Diamond member on Royal Caribbean ships.
If you are that level you'll receive a card in your cabin when you board the ship that gives access to the concierge lounge. The lounge is open all day, from about 6:00 Am for you to go sit and have coffee, tea, juice. But at breakfast time they will have continental breakfast stuff, i.e., juices, fruit, danish, etc. Then each evening starting at 5:00 PM they start the free drink service. That means beer, wine, champagne, and mixed drinks and many call brands. They will also have h'ordurves available, both hot and cold in the evening. What's available will depend upon the ship and also on some of the smaller ships the free drinks may be limited to just beer and wine. That's because on some ships they do not have the room to accommodate all Diamond members in a lounge and so they limit it to Diamond Plus and persons in suites.
But YES, the drinks are free from 5:00 PM until 7:30 PM. We usually go get free drinks and then get a glass of wine just before we go to dinner; some ships they let you take a glass of wine that you are drinking with you. Some others the concierge will say that you cannot.
ADDED: The information I have given you is absolutely correct as I experienced it in NOVEMBER 2009 on the Liberty of the Seas cruise ship. Anyone who has not been there is just copying something from a web site.
to clarify one of the answers you received. You have to stay in a suite in order to have concierge service. They do have to concierge rooms one is strictly for the diamond members as the one gentle man had said, the other is available to anyone who is booked in a suite. the hours are from 5-8 pm they serve free drinks and appetizers. One benefit of this is you get in good w/bartenders you drinking bill on the ship will be a lot lower. Case in point went on a 7 day cruise pd for 2 drinks total on ship. The rest where no charge. Concierge is also open in the morning for continental type breakfast. The concierge is very helpful if you have questions or problems w/billing anything like that.
Norwegian cruises are a little more on the "luxury" side, a little more formal, and a little more dedicated to the older crowd. As a general rule, you'll find a little younger crowd on Royal Carribean, maybe not as much emphasis on the pampering side of things, and a little bit younger, "fun ship" type of vibe. I've been on both, and both are great, so it's really whatever you prefer. Unfortunately, I am not a big gambler so I can't give you much specifics there. I'm sure you could check out the websites for each line and get many of your questions answered....
That's the way it USED to be. They changed the benefit effective 1 Sept 09. Now access to the Concierge Lounge is limited to Diamond Plus (24+ credits) members and those sailing in suites (but not junior suites).
Q: What amenities are included in the Concierge Club service?
A: Diamond Plus members of the Crown & Anchor Society and guests reserved in our Suites (excluding Junior Suites) can take advantage of the Concierge Lounge. Available on the Enchantment of the Seas® and all Voyager and Radiance-class ships, Concierge Club guests will receive this complimentary service that provides assistance with any special requests they may have while sailing. As a Concierge Club guest, you will be offered amenities and services not available to other guests including: A dedicated Concierge who is available to assist with anything you require
Twenty-four-hour a day use of the Concierge Club Lounge
Continental breakfast every morning† and open bar & hors d'oeuvres every evening available in the Concierge Club Lounge
Assistance with reservations for Portofino Italian restaurant & Chops Grille Steakhouse
Assistance with Explorations! Bookings
Assistance booking appointments for Salon or Spa treatments
Priority tickets for the ice skating show
Assistance with the arrangement of private parties
Personalized Discover Shopping advice

Pre-ordering of your dinner wine
Business services (faxing, copying, etc.)
Please Note: On Freedom-class ships, Diamond-level and above Crown & Anchor Society members have exclusive access to similar amenities in The Diamond Club.
For Diamond members who sail on ships without Diamond Lounges, the changes include:
• A new exclusive nightly event for Diamond and Diamond Plus members to meet and mingle with other fellow members on ships without a Diamond Lounge. This will feature complimentary wine, champagne, soda fountain drinks and a happy hour discount of 25% off beer and liquor.
• Breakfast in the Main Dining room with complimentary specialty coffees and assistance from a dedicated crew member to provide services such as obtaining ice show tickets and other assistance.
Now we offer either the Diamond Lounge or a Diamond Event on every ship in our fleet. On ships with a Concierge Lounge, it will be limited to Diamond Plus and Suite guests.
