Does he accept that proposal at the end? It kind of happened then really suddenly, then was over. It confused me. So they do end up together in the end, engaged?

Yes, he did accept the proposal. Hikari said that she'll propose to him after she defeats him (which she technically did in the race up the stairs). But defeating him once isn't enough to say that she truly won. Then the fireworks burst and we see "Hikari, Please Marry Me" which means Takishima is proposing to her. (So that means he won on the proposal race by having a more grand proposal.)
Either way, they both proposed to each other which is a sleight of hand way saying they both love each other and accept. So we can conclude that they will get engaged after they finish school.
