When I start it up it has the toshiba logo then it has start in safe mode, safe mode with networking, last known good configuration, start normally. But which ever one I choose it goes black, then sometimes it say Microsoft with the loading bar and then a blue screen but its too quick to read then it restarts. When I try to do a system restore It gets to then end then it says it could do a system restore (or something like that). I also tried switching the ram with our other laptop but it just did the same thing.

First thing is to run diagnostic on it. When you press the power button start tapping the F12 key puter and the BIOS menu will open. Select diagnostics if you have one and test everything to find any errors. Not all system come with diagnostic in the BIOS. If it does not have diagnostic if the BIOS you can use the info at the bottom of the page to try to run diagnostics on it. If the hard drive fails or it says you do not have a hard drive, then you're going to have to get a new one and order the recovery DVD from Toshiba. If everything passes, it sounds like the OS is corrupted. If you have a system repair CD or a Windows install DVD, boot from the DVD/CD and run repair from it. You will have to access the boot device options in the BIOS to make it boot from the DVD/CD. If you do not have a system repair CD you can make one from a puter that has the same OS as yours. If that does not fix it then your probably going to have to reload your OS to get back up and running. You will need to recover your data and files before doing that. If you wish to try to recover your files go to the link below and read on how to download and use a Linux Live CD to boot the system to recover what you want. If you have a Windows 8 puter then you need to turn off secure boot before using the CD. The Live CD will also allow you to check out the rest of the puter.

Once you have recovered what you need you can reload your OS.
If you can boot into Windows, click on start and then open your control panel. Then click System and Security. Under Action Center click Restore your computer to an ealier date. Then click on Advance recovery and select return computer to factory conditions. Answer any question and the system should reboot. Answer a few more questions and then it should go on autopilot and reset your system back to factory conditions.
If you can not boot into Windows then try Advanced boot options. When you press the power button, start tapping the F8 key. You will see the advance boot menu. Select repair your computer. (This option is available only if the tools are installed on your computer's hard disk.) Select your language and then enter your user name and password. Then click on (brand name) factory Image Restore and next. Answer the question and it should start the recovery back to factory settings.
Recovery from the recovery partition
For Toshiba laptops only
Press and hold down the 0 (zero) key on the keyboard while powering on the computer. Release it when the recovery warning screen appears. If the recovery process offers a choice of Operating Systems, select the appropriate one for you. A warning screen appears, stating that when the recovery is executed all data will be deleted and rewritten. Click Yes to continue. When the Toshiba Recovery Wizard opens select "Recovery of Factory Software" or the appropriate option for your needs. Continue to follow the directions restarting as necessary.
