I have a 94 Ford Tempo the power door locks do not work, nor do I hear any clicking sounds that seem like it is trying to work, so I changed the fuse. Nothing. I am thinking about opening the door panel but am inexperienced, but willing to learn any suggestions of what the issue could be? I fear a hefty bill if I take it to a shop.
Update:thanks, i found that by not using them frequently the locking mechanisms had froze up, so I am off to the junk yard to get new locks

could be a worn lock on the drivers door . spray all door latches with lube . take your time and remove the door trim they are held on by plastic rivets then see if the operating solenoid is doing it,s job you can move it manually it would also be a good idea before removing the trim to check for broken wires in the door shuts
make sure you changed the right fuse well... lets see there are motors inthere are all of your windows working? if not it could just be that motor or its an electrical thing start at your drivers side door thats where all the leads go and check for bad connections
Do yourself a favor and buy a Chilton's or Haynes manual for your car. It will give you step by step instructions for everything you might need now and in the future. Good luck!
