Maybe they would, you never know until you try. Try it on another piece of cloth and see if it turns white before you do it on your shoe laces. I hope it turns all right for you and good luck!
The first time you bleach you could probaly get a lighter green then the next time you bleach they will be white if not do it again and again until white..and for the black maybe put them in black dye and let then sit for some hours but more than like just buy more shoelaces

Lime Green Shoelaces
White- bleach them for a couple days using the extra powerful / strong version.
Black- black shoe polish
...or...
spray paint them
...or...
fabric paint
