We have call apartment complex many times also went to office to tell them. One of the employee came one time and told they are going to fix it; however it has been past almost 2 months but nobody came to fix it. I have major health problems and have live in sterile place. However, in this kitchen i can not cook because i can not find place to put my food in the counter. Also, 2 years ago i have been fall in the kitchen and broke my hip and did not get well since that they. The ground of the kitchen can be slippery slope very easly. If i pay late one day, they want 10% more the manager is threaten us to give us to court. I do not know my rights so who can i go and tell my problems.

Stop telling your landlord or property manager about needed repairs. You would need to place these complaints about repairs in writing or emails. You might start you first letter to them with as previously discussed on at lease 3-4 times with the property manager the problem still exist in the in the kitchen.
This is a health problem and require immediate repair.
You might would want to save these emails or letters as proof that you informed your property managers of the needed repairs.
If this is a safety issue, you might want to check the health and safety department of the city or county in which you reside. They would be able to inspect the property for any city or county code violations.
You might also consider googling the local tenant/landlord advocacy group as well as the Legal Aide Society. These two groups would normally offer legal consultation at no cost to you.
You would want to inquire of these two agencies of any remedy you have to solve the problems you are having with your property managers.
Of course once you report this property manager, do not expect them to be happy and jumping up and down. They might try retaliation measures against you, to include using every legal method to get you to move. I hope this is not the case, however, it has been my experience. This should not cause you not to seek the remedies you deserve. Just make sure you pay your rent on time and document any conversation or negative contact you have with the property manager.

PA law requires that any repair request be in writing...or they never happened. I suggest you put all of your complaints in a letter and send it certified, return receipt requested.
Also, if after 8 years of not being happy in your apartment, why haven't you just moved out?
None of this is required by law to be fixed. The place is just wearing out.
It sounds like time to move, they really can't remodel the place (you are talking about a remodel, not a repair) with anyone living there.
