I have a Compaq laptop that has a very temperamental wifi for the internet. Even when the switch in the front is turned to on the orange light that signifies that the wifi is NOT on still stays orange and does not turn blue. Any answers to why?

No. Perhaps the switch is broken or it is some other hardware problem*. If you have support consider opening a ticket / case with Compaq for assistance or troubleshooting.
But if you want to disable the wireless card temporarily, right-click on the wireless icon in the system tray and choose Disable.
To re-enable it later, open the Control Panel, choose "Network Connections", right-click on the Wireless Network Connection icon and choose "Enable". If it gives you grief, reboot the PC and try again and make sure you are within range of the wireless router.
(Above instructions based on Windows XP Home Edition.)

[ upon re-reading your question I'm not sure if I answered the question you were asking, but the issue with the wifi indicator lights and status apparently are common ... hope this helps. ]
make sure it's in plain sight of the wireless router
make sure you have the correct WEPKEY and SSID for the router and the Compaq as they need to talk to each other when thoose to are correct it should be on
also make sure the correct drivers are loaded and it's turned on within windows
No idea, I have a compaq laptop so I know. I know there are some internal features, maybe its turned off internally, that might keep it orange, thats all i know though, hope this helps.
