It probably is because your cousin has a different version of Windows Vista that supports it. It may be that you should upgrade to his edition to get that feature. For example, you may have Home Basic while he has Home Premium or Ultimate. You may have to upgrade to his edition to get this feature using Windows Anytime Upgrade.
Or the issue may be alternitavely a hardware issue. He may have a graphics card that supports the technology while you do not, though I doubt that this is so - usually the only problem when there is a non-supported graphics card is that Windows Aero will not work, but I doubt that this hover feature makes use of that technology. In this case you need to upgrade your graphics card if possible, to obtain this feature.
depends. are you using windows vista home PREMIUM or windows vista home BASIC. if it's basic then you can't see that if it's premium then you can. the reason it's moving is because instead or clicking the minimize button in that window, another program was opened "on top" of it so technically that "youtube" thing is still open but hidden.... did you get that?
