I have always loved african greys and the opportunity has come up for me to adopt a baby but I wanted to know what their noise level is. I live in an upstairs apartment and have fostered Cockatoos in the past who were very noisy (they did have neglect issues from the past though). Is the noise that the african grey makes frequent and loud enough that you think it would disturb my downstairs neighbors? Any other information about african greys would be great!!

African Greys can certainly make a load of noise! I would not recommend them for apartment living. Apparently, some of the noises they can make can be heard way down the street (and this is the loved Greys lol- not the neglected ones) so they are not the most appropriate choice of parrot for apartments.
It sounds like you know what you are doing when it comes to parrots, though- if you have fostered neglected 'toos then you clearly have an idea of the level of commitment that a Grey requires.
African Greys are great parrots- in the right hands- but in your case, I would wait until I was living in a house before I decided to get one as a pet.
For a rating between 1-4 it would be a 2. Grey parrots aren't as loud as Cockatoos. Cockatoos would be a 4. What you should know about african Grey's is that they are very sensitive birds and will react to the smallest alteration in the environment (your home) that's why the feather plucking is higher in Grey's than in any other species. The good thing about this parrot is that their quiet and non aggressive. Their diet needs special attention if they are to survive for more than a decade.
I rescued a timna african grey a few years ago, Paco. He was quiet most of the time, and was used to being locked in a cage 24x7 for 10 years. Now I leave his cage door open all the time and unless I'm in the same room with him he whistles loudly, talks and makes a high pitched screeching noise hard to describe (very annoying). He is getting spoiled and beeps for attention like a little kid noise. I own my own home and the neihbors can hear him.
While all Greys have their own temperament, personalities and noise levels, on average Greys are too noisy and not recommended for apartment life. All it takes is one grumpy neighbor that doesn't like birds to cause you a lot of trouble.
I have an A.G, she is pretty..annoying. She's super sweet, and makes very strange sounds. She likes to growl and make clicking noises..and scream in a weird beautiful echoey way.. loud and annoying though.. But that's my bird. She's pretty shy, and strange. Weirdest bird i've ever met, but never bites.
