Telecom signals range in strength over a wide range, but 2 volts peak to peak is sometimes available, so it can charge one nicd cell to about 1.2 volts with the help of a voltage doubler circuit.
If you remove half the power stored in the nicad, it may take days to fully recharge, depending on the signal. The power removed will likely increase the noise on that telecom channel. You will need to use shotkey diodes in the doubler circuit otherwise you need a minimum of 2.5 volts peak to peak which is likely very rare. Neil
