Yes, absolutely. The route is completely nontechnical. If she prepares well (plays sports) and of course should hike with experienced adults. Take your time, and she should be able to do it. Better to hike as a 10-year old than to drive it!
It all depend on the level of fitness, and the trail that you take. If you take the back side of the mountain she could probally do it. My 9 year old brother did it.... but he got altidude sickness real bad...... so u have to think about the risks

I seriously doubt it. Check with the park rangers to make sure. I don't think minors are allowed.
