The battery is stuck at 14% and it says its not charging, though its plugged in. And I can see the little charging symbol where it says the battery level. I did a battery check and it said it should be replaced but thats like $100. Doesn't HP sometimes do battery replacements for free? Ive only had my laptop for a year and 2 months so it shouldn't need to be replaced yet..?

Your battery is dead. It is no longer charging more than 14% of the amount of available cells in the battery. A year is around the time most batteries die and unfortunately you are 2 months late since if you complained while you were under warranty, they would have given you a free replacement. Now that you are no longer under warranty, you need to pay for a new one.
