My previous power supply burned, one day I had a burning smell and it stopped working. I bought a new one. I connected it to the computer motherboard and devices, it power ups the motherboard after 3 trials (I could not figure out why) but neither harddisk nor DVD players power up. Any ideas what might be wrong? The cables which does not power up devices, powers up the fans when connected. Is it the power supply or sth went bad when the previous power supply is smoked?

A friend of mine had the same problem, i think the powersupply is either had a lower voltage or a higher one...dont connect to many fans. if you have a lot fan,then you'll need highvoltage powersupply. And if nothing happen...well, maybe your MBoard toasted.
If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
