I can only answer the first two parts as I am struggling to solve the last part also (we are in the same class!).

0.14/0.20=0.7
Calculate the kinetic energy of the cart at the end of the trip
KE=1/2mv^2
KE=1/2(1.05 kg)(0.20 m/s)^2=0.021 J
Calculate the fractional standard deviation in the kinetic energy.
