General Public License?
If some software is using this license, can the software get changed and once changed can the person who changed it take credit for the modified version? (If one owner has been mentioned previously?)
Also if the above is so, once changed, can the person charge for the modified version & also change the license?

unless it says in the license that you can change the software and sell it, then no you cant modify and you cant sell.
you can't just take someone elses work, change it and pass it as your own to license.
the license on the software acts as your license of what you can do with the product and the limitations of use.
