what are the first steps followed to establish a human resources department for a new construction and steel company? i am supposed to do a presentation for my boss telling him about my plan to establish that department!!! i need help!

why don't you do some research? that would help! human resources are hard working people, are you up for the challenge?
Well it is a long list of things, but from the ground up, the most important thing you need to start with is establish what your needs are, no tjust " My need is an HR dept" but what your company lookslike, size, ammount of employees and some set goals and expectations for what HR will do for your company. Once you have that set up in solid my best adice is either hire a person with a PHR and let them take a stab at it if you are a small company or hire an HR consulting service to establish how to go about meeting the goals, needs and expectations and how to implement them.
Most important of all is PATIENCE, you have a long hard road ahead but in the end you will see the benefit of it.
