I have a desktop computer that has an average 1-2 power surges daily. I have a surge protector and have borrowed a UPS before without luck.
Every peripheral of the machine is plugged in the same power bar and when a power surge happens they're still on- just the computer.
I doubt its the power supply because there are no other symptoms of power supply problems like overheating or start-up/disk errors.
Update:I have tried removing all the heavy power peripherals, switched the plugs and moved the computer and it still doesn't work.....

if your getting 1 to 2 surges a day your surge protector would be junk in no time. as a surge protector gets hit it shortens the lifespan of the protector. you need clean power to that computer. just because the peripherals are still working dont mean nothing the computer is more senitive then any other electronic in the the house when it comes to surges.
first off take your power supply to a repair shop if not the whole computer and see whats happening other wise replace the psu. the caps can be bleeding on it and giveing off wronge power voltage and also same as your mother board. caps can be bleeding. caps ( capacitors ). something sounds damaged if you got nailed by a bad surge it would just have zaped your mother board and it wouldnt be turning on at all.
so with lil info you gave that would be my best sugestion to you
