Move saved games to the cloud/USB stick, go to Settings > System > Console Settings > System Info and write down the Xbox Serial Number. Go to Settings > System > Storage > Highlight Hard Drive > X > Format > Enter Serial Number > Done. Your Xbox wil now restore the hard drive to its factory settings and will remove any parental locks or restrictions.
Things like DLC, Downloaded games and installed discs cannot be transferred to another storage device and will be deleted during the format. You will have to redownload any of the DLC or Games you had previously purchased (for free of course as you've already paid for them once) and reinstall any discs you had previously installed. You can then download your profile and move your saved games from the cloud/USB stick back to your hard drive.
Be sure that its only a parental lock that is preventing you from doing whatever it is you want to do. If its a case of age restriction because you entered your real date of birth when you set up your account and you want to play and 18+ game then formatting the hard drive is not going to fix this. The only way is to either wait until you're 18, or set up a whole new account including buying a new xboxLive subscription and entering a DOB that would make you over 18.
