When auto focus is on, it just won't take the picture? I know it does that on the other modes when auto-focus is on (if it can't focus the picture correctly, it won't take the picture), but on No Flash mode, it pretty much won't ever take the picture.

It does need light and contrast to focus. Page 100 of your manual covers "Subject Difficult to Focus". Page 95 explains how to change to the various focus modes. Try several to see what results you get.
That's correct. If the camera can't focus it won't fire. You apparently are shooting in low light and not using flash - that's going to happen until you learn to properly operate your camera and perhaps buy a lens for low light shooting.
Do some more reading about low light work. Perhaps buy a 50mm f/1.8 lens. It's not the camera's fault, it's operator error in this case. Also do some reading about ISO and how to set it on your camera.
