Never mind signs, is parking arrangments and penalties part of the covenant, residency agreement, management terms and conditions, contract etc. that residents are bound by?
If so, yes they can issue fines
In England they cannot tow your car, clamp you or fine you if there are no notices. Tell them where to stick their 'fine'.
Do not pay Private company parking tickets.
