I am asked to discuss the following:" Sale of goods transaction are incomplete without the use of cheques, credit cards, vouchers and other payment devices". Note, the concept is to discuss that a transaction is incomplete without a means of payment. That seems obvious to me but the question is cryptic, logical and I can't find anything to say.

You can discuss all of the alternative types of "payment" that have been used in the past. Sellers have accepted IOU's in place of cash. Sellers have accepted "barter" where they traded for the item but received no cash. Sellers have agreed to rent the item until the buyer could pay for it.
You are correct that the statement stands on its own. It is open to little discussion.
