because tobi didnot create the akatski it was yahiko who formed this group then pain takin control over it after yahiko died, then tobi saw an opportunity and used pain for his own porpous

hiding in the shadows was only for the fans and to keep the show going. I mean imagine if everybody knew who he was, they would've figured out a way to distroy him easily

tobi isnt madara, and he created the akatsuki and made pain the leader since he wanted him to believe that capturing all the tailed beasts would make the world peaceful, so the akatsuki would be doing his work for him. and he was setting his plans up by hiding.

basically it's later revealed that Tobi was just kind of using Pain/Nagato but I don't remember the exact reason why. Tobi had been leading from behind the scenes and manipulating Pain

He made the akatuski long ago he wanted to be hidden he said he was the one pulling the string I think he did that for no one to know who he is
