I have two questions;
Could i use a Pro Co Rat pedal on a bass guitar?
Secondly, i am looking for a good bass pedal to buy. A pedal somewhere along the style lines of MUSE (absolution album) and any Black Rebel Motorcycle Club, i have looked at what pedals they use but i want to know if there are any in the category worth mentioning.

1. Yes. You could use any guitar pedal on bass and any bass pedal on guitar; only occasionally will a pedal designed for one not really work with the other.
2. Chris Wolstenholme (who plays bass for Muse) uses an Electro-Harmonix Big Muff Pi for his distortion. Those things sound HUGE - think Hysteria.
I should warn you, though: most distortion pedals will cause a loss of low end due to the nature of the effect. Obviously, you want to avoid this if possible. If it becomes a problem, one solution is a blend pedal. This is a pedal that allows you to mix your effected signal with your clean one, thereby retaining the low end. :)
Digitech pedals have more than one effect, and sound very good. Digitech BP50 Digitech BP80 Digitech BP200 You won't be sorry if you buy one of these pedals.
for your first question, I couldn't tell you, you'd have to ask an expert, if I had to guess, you should be, but sometimes, should, is not the way things always go, so just to be sure, ask an expert.
if you want a distortion pedal, here's one, I don't know what your price range is, so I'll just recommend this one http://www.guitarcenter.com/MXR-M-80-Bass-Direct-B...
