How do I go about cleaning mildew and fungus from a screen enclosure that is about 15 feet high? Can I use bleach or can I use a pressure washer? I just can't get over the water to clean the high parts with a hand held sprayer.

Sounds like a pressure washer would be best if you can't get close to it.

On a more useful note. Yes, you can use bleach or chlorine (from a pool supply store) on the screens. The key is to dilute the chemical with 50% water so it doesn't damage the screens. You can also mix in an additive to boost the mold and mildew killing ability of the chemical. This can usually be found at the local hardware store.
It is also a very good idea to always soak all potted plants, furniture, and landscaping with water before applying the chemical. This will protect it by further diluting any chemical that lands on such objects. You can apply the chemical with either a pump up sprayer, or with a chemical injector attached to a pressure washer.
As far as pressure washing goes, This is the fastest and best way to get the screen and aluminum structure thoroughly clean. The trick is staying far enough away as not to damage the screen. Depending on the age of the screen, this can be anywhere from 6" (1-3 year old screen) to 1-2 ft (5-10 year old screen) approximately. If you get to close the water pressure can blast the coating off of the screen, exposing the fiberglass inner strands, or breaking a hole clean through the screen.
If you are going to rent the equipment to do the job, I would also recommend getting an extension wand. This will attach to the pressure hose and instead of being 3' long, is 8' long and extends to 12' or 15'. This tool will let you reach all the high areas of the enclosure .
You may also want to consider getting a "whirl-a-way" or deck brush. This will allow you to clean the pool deck, sidewalks, and driveway much faster than with the standard 3' wand attachment.
