Most 35mm film cameras, except for 35mm disposables, do not come pre-loaded with film, so the obvious question is, did you load your camera with 35mm film?
Next, the exposure counter resets automatically when you open the camera back. If the counter is not moving, you may not have loaded your 35mm film correctly.
As you advance your film, the rewind crank on the left side of the camera should be rotating. If it doesn't turn when you wind the film, this also indicates that your film may not be loaded correctly.
Loading your Fisheye camera will be similar to loading a 35mm Holga. I have video for this uploaded on youtube:

In general, plastic type cameras prefer a fast film, for look for 35mm film with an ISO rating of 400. If you can't find any, get something with a rating of at least 200.
