The comment is that aid to haiti is slower than slow, when the world should be springing into action to assist
Snails are a classic symbol of slowness, so the aid is coming...........someday
Stephen K is kind of close, but he is ignore a few important things about the picture when he gave his interpretation. I'll go through your questions one at a time, though.

> The giant jumbo plane represents all the aid that people have sent to Haiti thus far. The lightning bolt on the plane shows how quickly the world has responded. The snails show how slow the supplies are being dispersed.

>Everyone around the world has been very generous in sending supplies to Haiti- hence the reason we see a giant jumbo plane stuffed full of aid. However, Haiti didn't have any real disaster recovery organization, so it's hard to figure out who needs what, where, and how to go about making sure they get it. Other organizations from around the world are stepping into help, but it is very hard trying to build a relief plan from scratch.
So essentially it boils down to this: Whole jumbo planes worth of supplies are being sent to Haiti, but since there initially wasn't any organization in place to direct the relief effort, the available supplies are being distributed out at a snails pace.
I've actually seen a few news reports discussing this very thing.

> Hrmm. I don't really see all that much bias here. Now if he had specifically targeted one organization or another, and said it was their fault for the slowness, then maybe we'd have some. But the author didn't do that, so I don't really think there is any.
To add to stephen k's answer, the lightning bolt on the airplane as well as the airplane itself symbolize speed. So this suggests that the aid to haiti is advertised as being really quick, but the is in reality very slow (the snails).
the subject rely's touching directly to the time to get a flu shot, yet there's a scarcity, what I see is a swine flu hysteria and the elderly to boot the old school radio is remincent of the propoganda the elderly had whilst they are youthful, the artist is attempting to assert that flu photos are somewhat hyped up. the author does not seem to tutor any bias
