I think like any resort town, you can get a scooter. And just like any resort town it isn't cheap. I would contact the rental places to ask about a surfboard. I would be leary of driving in Cabo. The tickets from police are not expensive, but you may expect to get one if they know your a tourist. There is a local bus that drives the corridor with stops along the way. What I would do if I were you is just ask when you get down there and I'm sure you'll get by. Have fun.
