Why won't my Java Control Panel open?

I am at my wit's end. Here are the details (that I can think of):

I have uninstalled and re-installed (several times) Java via the Java website. I currently have JRE6, most recent build.

It is installed in C:\Program Files\Java\jre6

There are no other folders inside Java, other than jre6.

As my question states, I can not open the JCP. When I go to my Control Panel, I double click the Java Coffee Cup and I get this window:

Dialog Title: Java(TM) Control Panel

Dialog Message: C:\Program Files\Java\jre6\javaw.exe -Xbootclasspath/a:"C:\Program Files\Java\jre6\bin\..\lib\deploy.jar" -Duser.home="C:\Users\Dustin" com.sun.deploy.panel.ControlPanel

Dialog Option: OK

I have a feeling this is one of the reasons I can not get Java to work correctly. When I go to a page that has a Java applet, for example the Java Test Page, Chrome asks me to either "Run this time" or "Always run on this site". Either option freezes the tab until eventually the tab crashes and Chrome asks if you want to kill the operation.

I feel like I've tried everything but I feel like I'm missing something...I have to be. I NEED YOUR EXPERTISE!!! I think once I get this Control Panel up and working, I will be going in the right direction! Thanks!
