I'm not sure if I can help you as I had vista long ago. I think it might be waiting for an input because of a setting you changed either on control panel or bios otherwise you might have something plugged-in such as an external hard drive through USB or a disc that might be reading it upon launching your Vista. Remember that some viruses changes your computer's configuration so eve after removing them you will have to manually configure it. I think I remember this happening, I can't remember, been like 4 years. Sorry if that didn't work

ADDITION: I read somewhere that the more programs you install, the slower the pc will boot. So another alternate:

1) Remove inactive programs

2) Replace to better processor(not 100% sure if this helps)

3) Add more rams(slight boot increase)

ADDITION: also check Smokies Hiker. Even though I had never done an error checking, if your computer does boot up I doubt the problems lies in it, but if all fails why not try it

The condition you describe seems to have something to do with the BIOS screen settings. I take it you've already done the "Disk Cleanup", Defrag, emptied the Recycle Bin, run your antivirus software and your Windows Registry Cleaner, etc. I don't know if you've done the Error-checking process to attempt to speed up your boot process, but that may help your problem. To run the Error-checking feature, go to "Computer" and open it. Right click on the "C" Drive. Click on "Properties" to open the box. In Properties, click on the "Tools" tab. At the top you'll see the error-checking option. Click on the "Check Now" box. A box will open that has the Check disk options. The Automatically fix file system errors is already checked, and you should check the box to "Scan for and attempt recovery of bad sectors". Then click start. You'll get a box that tells you Windows can't check the disk while it's in use. Just click on the box that says "Schedule Disk Check" the next time you start your computer. Then you can go back to your desktop and "Re-start" your computer. It will re-start normally and then tell you that a Disk-check has been scheduled and will count down before th disk-check begins. This may take awhile if you don't do this disk-check on a regular basis. It may take up to an hour or so. You'll be able to see the progress on the screen. If this doesn't make it a lot faster right away, but you do see improvement, just do this same disk-check again in a few days. This could be either a corrupted file that won't open correctly or a corrupted file in the Windows Registry. If this process doesn't help, then the registry could be the problem. Just run your Registry Cleaner and it may find a problem. I use the free Auslogics Registry Cleaner and have had real good luck with it. It is safe to use and warns you if the setting you have selected could cause problems. It's fast too! Cleans and recovers registry errors in about one minute. It backs-up the registry before it runs just in case something goes wrong. If that happens, the next time you open the Auslogics Registry Cleaner, you can restore the files and settings as they were prior. Hope this info will help get your speed back to normal again! It could be a hard drive issue. I would run a full disk scan to see if it finds any issues. And your looking for either bad sectors or bad clusters. Bad sectors pretty much means your drive is failing and needs to be replaced. Bad clusters would mean that you can reformat the drive all the way through and re-install Windows.

But even still, once you start getting errors start looking for a replacement.
