I've seen footage of Bush speeches where he appeared to be blatantly on "speed", but I've never heard if this is common practice for presidents. I would understand if it were, as the job is very physically and mentally demanding, but I'd like to know how much and how long the president was on it, as there is some serious decision making impairment in the long run... Just look at what it did to Hitler.

All presidents from Regan on up, have been known to be on some intoxicant or another.
In jobs of real national security like fighter and bomber pilots who don't have ready replacements and are in danger of their lives, YES, they have amphetamines available for their use. I suspect that Presidents might it certain situations fit that category, but not very often and not for very long.
