um...my cousin is in college and her birthday was last month and i got her a zebra print bedset for her dorm room cuz she likes zebras. it wasnt that expensive, i think $30 or so.

hmm...or maybe a personalized snack basket. thats what my mom does. you can load up a basket filled with some of her fav treats, maybe even some homemade ones. this is great for like, finals or any time shes stressed out or needs to be energized. treats make everyone happy :)

a cell phone skin could be useful. phone skins come in tons of different colors and styles and can be easily purchased for less than $20. its the hottest and most practical way to protect a cell phone

and maybe a big teddy bear to go with whatever you get her =) that would be pretty memorable.

Maybe you could get her a gift certificate for a manicure or pedicure if she's into that kind of thing. How bout make her a basket with stuff she likes in it (try the dollar store for baskets, candles, knick knacks and such) you could put 3 tiny airplane bottles of some liquor in it. Take her out to dinner. You can never go wrong with gift certificates so she can buy her own cd's, movies, clothes, etc. Or if you're desperate, cold hard cash and a card works everytime (although impersonal, and an easy way out) Hey, even a gas card! Times are tough for a 21 yr old. How bout an inexpensive indoor waterfall?
