Budget 250-300. Programs that I will run are Excel, Outlook (continuously), Word, Powerpoint, Quickbooks, Adobe Reader, Web browser, Skype. There will likely be 5 tabs open at a time. The display will be a 17 inch monitor.
Here is what one of my friends recommended me:
Intel Celeron G1610 Dual Core at 2.6 Ghz
2 GB RAM DDR3
Optical Drive
1 TB Hard Drive
H61 chipset motherboard
Generic case
Total: $250
What do you think?
Update:Should I get a graphics card?
I am stuck between GT 210 1GB ($30) or GT 620 1GB ($45)

I'm sorry but that build kinda sucks at multithreading which you will be doing. Replace the CPU with an A4-3300 and the motherboard with the Biostar a55mlv. With that you'll have a computer with a better CPU and you don't have to buy a GPU because the A4-3300's IGP is as good as a 6450 /GT610.
get what the person above me suggested, that processor basically has a graphics card built in and isn't much more than the celeron.
