I want to know if it can record Xbox gameplay AND Wii U gameplay.
Yes - the game capture devices only care about technical specs of the signal, not which platform it's coming from (although they DO need a computer to run the software). According to the Nintendo website:

Wii U "Supports 1080p, 1080i, 720p, 480p and 480i. Compatible cables include HDMI™, Wii Component Video, Wii S-Video Stereo AV and Wii AV."
The Hauppauge (pronounced HOP- og, if you didn't happen to know) site says the PVR2 will record all these specifications and more:

And the Elgato game cap works with all the Wii U outputs as well - see here (Technical Information page):
