I just had to purchase a new computer. Well, with a new computer comes transfer all of those files. I managed that but many of the programs I have purchased and installed are missing their disks (I put them in a "safe place" and forget where that place is.) Is there anyway to backup and reinstall a few of the programs I installed on my old computer. Both computers run Vista.

You cannot copy a working program to a different system and expect it to work. Find that safe place.
Backup? Sure you can - and for free too :) Just grab any Linux Live CD with partimage on and you can backup your whole system onto something like a USB drive. Then you have a backup you can restore at a later date.
As for your second question about transferring programs from one install of Vista to another - the easiest way there is to get the original media. Sorry - just the way it is with Vista!
