Absolutely. You can run both Oblivion and Skyrim with your specs.
I know because I have a Radeon HD 7770 which is around the same speed as GTX 550 Ti and it runs Skyrim perfectly on Ultra high settings.
You have a slower processor so you might not be able to run it smoothly on high but you will definitelly be able to run it perfectly on at least medium. As far as Oblivion I'm sure you should be able to run it on high.
I am pretty sure oblivion is a port, but i had no problems running it on any systems on ultra especially since it is years outdated but you should have no problem running it either.

I'd have to say no, especially with 8xAA.
The 550Ti is at the lower end of the 'midrange' scale, and it's primarilly designed to be a media center card that has a little more 'oomph'.
You might get away with high, possibly some of the ultra settings if you overclock it a little.
Yeah it could probably manage to run it ultra high at about 30-40 fps.
