1. Can you open a keynote project on a computer that doesn't have keynote ?
2. Can you transfer a keynote project to a powerpoint ?

Keynote has an option to export to Powerpoint. That pretty well answers both questions.
If you have the presentation saved as a Keynote project, then why would it open on a computer that doesn't have the required software?
