In theory you could, but it would be very difficult to inject the same amount of powder consistently into the cylinders, along with metering the air. Plus the damage to the internal moving parts of the engine would probably be pretty severe unless you did some extensive modifications.

It also would depend on the type of powder you wanted to use since they all tend to have different sizes and burn rates.

You would be better off trying another fuel source other than gun powder, but its an interesting idea.
