well we adopted a dog and she became to violent and agressive so my mom went to take her back because we couldnt keep her. so the aspca worker was totally fine with it but, one of the volunteers cursed my mom out and yelled at her for returning the dog making it a personal matter. so my mom wants to sue the shelter / the volunteer ... can she sue them if not what can she do ?

Sue them for what? What damages do you have? Just because your mom is offended doesn’t mean she has a legal case for a lawsuit.
Maybe the shelter workers are tired of people adopting animals and dumping them a month later. It is pathetic. Instead of working with an animal and trying to give it a good home, they always dump back off at the shelter and claim it was “violent” because low and behold being a pet owner requires work/responsibility people don't want to give. Then the animal can be euthanized two hours later.
Anyone can sue for anything. Winning is a whole other story.
You can't (successfully) sue someone for misconduct, only for damages lost.
If everyone sued everyone who was rude to them, can you imagine the backlog in the court system?
No, you have no case.
Please take a reality check. People are rude and your mom has no damages. Forget it and move on.
