The spec on HPF is the same as LPF? What does the 40 - 300 Hz range means for the HPF?
Another question, does the HPF cover the midrange or the exclude midrange? I assume midrange is above 300 Hz

You'd use the HPF for something other than subwoofers.
A decent 6x9 or 6.5 would probably be high passed at around 60-80hz if you want to remove most of the low frequency distortion.
Below that can only be covered (well) with a subwoofer. A 5.25 would probably cross over at 100-150hz, higher for a 4", higher for a 3.5.
Mid-range I would consider maybe 150hz+
