You do not offer enough information to provide a definitive answer. It would be in your best interest to contact the US consulate directly:

I had a good experience accompanying clients to their Hib interviews there. Never did a green card interview there but I can tell you that at least as far as 4 years back when I was there, the officers are more reasonable and less discriminatory there than in many other consulates. Also, they ten d to give you appointments faster. You can call their phone number and they can tell you over the phone, Be prepared for a LONG day there. Get in line early! Bring your lunch and water.
They should tell you the same day if there are any issues or problems with your case. If they do not grant you the green card that day (stamp your passport actually) ASK WHY? WHAT DOCUMENTS ARE MISSING? WHO CAN YOU SEND THEM TO AND TO WHAT ADDRESS? Do not leave without knowing what the next step will be...
It will be better if you stay in a safe area no so close to the consulate away from danger zones. Try Lucerna or Holiday In they're both in Juarez main street 16 de Septiembre. Hope it helps...
It's like any other US consular office, although perhaps they're a bit less busy these days with all the bad publlcity Juarez has had.
It used to be a nice place, until they started murdering competitors in the drug trade, and innocent young female maquiladora workers.
More teenage Texan boys had their first sexual experience there than in any other place. But perhaps that's too much information. I got it from Time Magazine, though.
